Devon County Council has announced a proposal to implement new parking and waiting restrictions in the Woodwater Lane area of Exeter. This initiative is part of an amendment order under the Road Traffic Regulation Act 1984. The proposed changes include 'No Waiting At Any Time' on certain sections of Carlton Road and Woodwater Lane, as well as 'Limited Waiting' from Monday to Friday between 10am and 5pm for two hours with no return within four hours on specified parts of these roads.

Additionally, the proposal introduces a 'Residents Parking Zone S7' operational from Monday to Friday between 10am and 5pm on designated lengths of Aller Vale Close, Beverly Close, Carlton Road, Holne Rise, Whitchurch Avenue, and a section of Woodwater Lane. There will also be provisions for 'Disabled Badge Holders Only At Any Time' on specified sections of Beverley Close and Carlton Road.

The permit pricing structure includes an annual fee of £35 for residents, charity business occupiers, supported living facilities, schools, motorcycles, scooters, and other vehicles in band A. For vehicles in bands B-K, the first permit costs £35, the second £55, and the third £65. Bands L-M have a first permit fee of £35 with additional permits costing £65 each. Virtual visitor permits are priced at £30 for 200 hours in schemes not operating at all times or 350 hours for schemes operating at all times.

Physical daily visitor permits are available at £30 for 30 permits valid for 24 hours each. Business permits are priced at £35 for the first permit, £75 for the second, and £150 for the third annually. Trade permits include an annual option at £45 or short stay trade permits at £60 for 20 uses. Daily trade permits cost £5 each while weekly trade permits are priced at £25. Guest house or hotel visitor permits are available at £30 for 20 uses annually. Essential visitor permits cost £10 annually and care worker permits are free.

Exemptions will apply where appropriate, including those related to picking up or setting down passengers, loading or unloading goods, and vehicles used by disabled persons.

Objections or comments must be submitted in writing by 26 March 2026 to be considered by the Highways & Traffic Orders Committee (HATOC).
