Plymouth City Council has issued a series of experimental traffic regulation orders impacting several streets in the city centre, including Old Town Street. These orders, effective from Monday April 28 2025, are designed to regulate vehicle access and improve traffic flow in key areas.

The new regulations include prohibiting motor vehicle access on specified sections of Armada Way, Cornwall Street, Civic Square, New George Street, and Old Town Street between midnight and 4am, and again from 8am to midnight. Permit holders will be exempt from these restrictions. Additionally, no loading and no waiting at any time will be enforced on certain stretches of Armada Way, Cornwall Street, Guildhall Square, New George Street, Old Town Street, and Whimple Street.

To facilitate goods delivery, designated goods loading only bays will be introduced on Whimple Street and Guildhall Square. Furthermore, existing taxi ranks on Old Town Street will be revoked as part of these changes.

These measures are part of an experimental order under the Road Traffic Regulation Act 1984. The council will assess the effectiveness of these changes before deciding whether to make them permanent.

How can I view the full details of the experimental order? Full details of the order, including relevant plans and a statement of reasons, can be accessed on the Plymouth City Council website at www.plymouth.gov.uk/traffic-and-road-safety-schemes. Alternatively, you can request a hard copy by calling 01752 668000.

What should I do if I have objections to the experimental order? Objections must be submitted in writing within six months from the operational date or from any subsequent modifications. Address your objections to the Service Director for Street Services (Plymouth Transport & Highways), Plymouth City Council, Ballard House, West Hoe Road, Plymouth PL1 3BJ or email trafficmanagementinbox@plymouth.gov.uk quoting reference Amd.2025.2137335 Old Town Street.

For further information about these changes and their potential impact on local traffic patterns, residents and businesses are encouraged to review the detailed plans available online or contact the council directly.
