Plymouth City Council has announced a temporary prohibition of driving on Colesdown Hill and Elburton Road as part of a phased cycle path scheme. This order, made under section 14(1) of the Road Traffic Regulation Act 1984, will come into effect on 9 February 2026. The affected areas include Colesdown Hill between First Avenue and Billacombe Villas, and Elburton Road between Colesdown Hill and Southern Way.
The prohibition will be enforced on days and during hours when appropriate traffic signs are displayed. The order is set to last for a maximum of 18 months, with the cycle path scheme anticipated to run from 9 February 2026 until 2 August 2027. Advance warning boards will be placed at each location to provide exact dates and times closer to the commencement.
