Devon County Council has announced proposed amendments to the waiting restrictions on Rifford Road, Exeter, under the Road Traffic Regulation Act 1984. These changes are set to take effect from October 30, 2026. The proposal includes a 'No Waiting At Any Time' order for specified sections of Rifford Road.

Additionally, a Pay & Display system will be implemented from Monday to Friday, excluding bank holidays, between 10am and 5pm. Residents holding Zone S7 permits will be exempt. The tariff for parking will be as follows: the first 30 minutes free, £1.50 for one hour, £2.80 for two hours, £3.60 for three hours, and £6.10 for over three hours. Parking will remain free on Saturdays, Sundays, and bank holidays.

Residents parking will also be enforced from Monday to Friday between 10am and 5pm in Zone S7. Disabled badge holders will have designated parking available at all times.

The proposal includes revoking existing 'No Waiting At Any Time' orders on accesses to properties numbered 95-117 and 127-149.

Various permits are available under this scheme: annual permits for residents and businesses start at £35, with additional charges depending on vehicle band and number of permits required. Virtual visitor permits are priced at £30 per 200 hours or £350 hours depending on the scheme's operational times.

Exemptions apply for loading/unloading goods and vehicles used by disabled persons. Draft orders and further details can be viewed online at devon.cc/tro or during office hours at Devon County Council offices.

Objections or comments must be submitted in writing by November 19, 2026. Submissions will be anonymised before being reviewed by the Highways & Traffic Orders Committee (HATOC). Personal data will be handled in accordance with privacy regulations.
